 Using Joomla® , a GNU/GPL liscensed Content Management System. It allows me to create a design template and fill in content, add forums, commenting and rating, etc. Then, if need be, you are free to change whatever you want. As you notice, once registered, you are free to add: comments, ratings, forum posts, etc. All the content on this site is managed entirely in a database, no need to host your forum, shopping cart, chat room, guestbook, etc. on another website! Once a site is up and running I will happily grant an admin account for site owner's to directly plug content into their sites. No programming knowledge necessary, just grab and go!
